·         I passed the exam. What should I do now?

After you pass the exam, you will be charged through the system. After paying the document fee, you can obtain your e-call sign by logging in with your e-Government password from the e-call sign obtaining module on the e-services page on our website and following the instructions in the e-call sign obtaining section in the e-call sign service document. (You can find the relevant document here.)

 

·         My Amateur Radio license has expired, what should I do?

First of all, you need to select License Validity Expiry as the reason for renewal via the e-call sign renewal module on the e-services page of our DGCS website and click the "Call Sign Renewal" button. After the document renewal fee is paid to the bank, the document can be printed and used with the same call sign.

 

·         My Amateur Radio license is damaged/lost, what should I do?

First of all, Damaged Document or Lost Document is selected as the reason for renewal via the e-call sign renewal module on the e-services page of our DGCS website. If any of these options is selected, a new document request is made using the same call sign. After the renewal fee is paid to the bank, a new document can be printed and used.

 

·         I have changed my address, what should I do?

If you select Change of Address as the reason for renewal via the e-call sign renewal module on the e-services page of our DGCS web page; Document renewal can be done with the "Get a New Call Sign" option or a renewal request can be made by selecting the "Use Existing Call Sign" option and clicking the "Renew Call Sign" button. If the "Get a New Call Sign" option is selected, a new call sign can be selected from the "Obtaining e-Call Sign" page after the document renewal fee is paid. If the "Use Existing Call Sign" option is selected, the existing call sign can be used after the renewal fee is paid to the bank.

 

 

 

·         I want to cancel my Amateur Radio call sign, what should I do?

With your e-Government password, you need to log in the e-call sign opt-out module on the e-services page of our DGCS web page. This service can be used to waive your previously acquired Amateur Radio call sign. After using this service, the former call sign becomes inactive and becomes unusable for 10 years. This action cannot be cancelled. Utilizing this service is only for opting out of the call sign. If you want to opt out of both the license and call sign (to opt out of amateur radio), you must apply to the Radio Operations Directorate of DGCS with a petition. This screen is not available if you do not have any call signs (amateur radio license). There are colored explanations about this subject in the relevant document. If you want to obtain a new call sign after cancelling your call sign; A new call sign can be requested by entering the "e-Call Sign Renewal" screen and selecting the "Due to the opt-out" option for the renewal reason. After the document renewal fee is paid to the bank, a new call sign can be obtained by entering the "Obtaining e-Call Sign" page.

 

·         Is it possible to select from the list of Amateur Radio call sign?

After passing the Amateur Radio Exam, you can get any call sign among the available call signs by using the e-call sign obtaining module from the e-services page on our DGCS website.

 

·         Can I have a two-character call sign? (For example: TA2EW)

If you have a five-year Amateur Radio License, you can obtain a two-character and three-character call sign by making an application from the "Suffix Allocation" screen.

 

 

 

 

·         Can I have a one-character call sign? (For example: TA2Z)

If you have a ten-year Amateur Radio License, you can obtain a one-character, two-character and three-character call sign by making an application from the "Suffix Allocation" screen.

 

·         How to allocate suffixes for Amateur Radio e-call sign?

With your e-government password, you have to log in the e-call sign suffix allocation module on the e-services page of our DGSC website. You must follow the instructions in the e-call sign suffix allocation section in the e-call sign service document and select the call sign according to your region and click the "Get Call Sign Suffix" button. After doing these, the document renewal fee must be paid within 7 days. Otherwise, the document cannot be used and the document renewal request is automatically deleted by the system.

 

·         How is my region created?

The 3rd character of your call sign is your Region. Your region is selected according to your city or county of residence registered in the Mernis system (Central Population Registration System). Click here to access the Region List.

 

·         Can I find out if the call sign I want to obtain is available (unassigned)?

Yes, the availability can be checked by typing the call sign on the Call Sign Inquiry page.

In case the Call Sign is used by an Amateur Operator, it will be displayed as "ACTIVE - CALL SIGN IN USE".

If an undefined call sign is entered into the system: it will be displayed as “Call Sign Not Found! You cannot get this call sign because it is not defined in our system.”

If it is defined to the system and is not used by any amateur operator; it will be displayed as "THIS CALL SIGN CAN BE USED. “YOU CAN GET THIS CALL SIGN FROM THE E-CALL SIGN RECEIVING PAGE.”

 

·         Can I get a call sign suitable for my region?

No, only call signs that have not been obtained by any amateur operator and are defined in the system can be obtained.

 

·         Can I do e-Call Sign Transactions with a criminal record?

An Amateur Radio Operator with a criminal record cannot benefit from e-Call Sign services. A renewal application can be made to the Radio Operations Directorate of DGCS with a petition. After the evaluation by DGCS, the renewal request is carried out by our Organization upon your petition and the document fee is expected to be paid.

 

·         How often is the Amateur Radio Exam held?

Amateur radio exams are held by DGCS or by educational institutions determined by DGCS. The exams organized by our organization are held at least twice a year at a place and time to be determined.

The place and time of the exam is published on the website of DGCS at least thirty days before the exam date. You can reach the website of DGCS at https://www.kiyiemniyeti.gov.tr/.

Amateur radio exams are continuously held by the Ministry of National Education at electronic exam centers in 81 provinces.

 

·         Is there an age limit for those who will apply for the Amateur Radio Exam?

Applicants for the amateur radio exam must be over the age of twelve and have the mental competence.

 

·         What is the application deadline for the Amateur Radio Exam?

Applications for the exam are accepted by DGCS up to ten working days before the exam date.

The date on which the application form is submitted to DGSC or reaches to DGCS is considered as the application date. Delays in applications which are made through mail or associations are not accepted.

The applications for electronic amateur radio exam organized by The Ministry of National Education are always available for 81 provinces. ·         Which exam types can I apply for the Amateur Radio Exam?

Applicants can choose an exam for either Class A/B or Class C amateur radio license.

 

 

 

 

·         How to apply for the Amateur Radio Exam?

Applications for the Amateur Radio Exam organized by our organization are made by logging in the pre-application section of the exam with the e-Government password under the e-services tab on https://www.kiyiemniyeti.gov.tr/ or by selecting DGCS electronically over e-Government.

Applications for the Amateur Radio Exam organized by the Ministry of National Education are made by logging in the pre-application section of the exam with the e-Government password under the e-services tab on https://www.kiyiemniyeti.gov.tr/ or by selecting the Ministry of National Education electronically over e-Government.  After the information on the page that opens is filled in, the biometric photo is uploaded (Student and disabled applicants and the candidates who are exempt from the technical exam must scan and upload their documents) and the application is completed.

Candidates who have completed the age of twelve and have not passed the age of sixteen, can fill out the application forms to be obtained from the address https://www.kiyiemniyeti.gov.tr/ (click for the application form), and can apply for the exam in person, or by sending them to amatortelsiz@kiyiemniyeti.gov.tr via e-mail or mail.

 

·         Where can I take the Amateur Radio exam?

Applicants will prefer the regions designated for DGCS and online exam centers for MEB (the Ministry of National Education) in the application form as the place where they will take the exam.

·         How can I find out if my Amateur Radio Exam application has been accepted?

As a result of the evaluation of the applications by our organization, the applications of the candidates who are entitled to take the exam are accepted. Candidates whose applications are accepted are notified via SMS.

 

·         What should I do after my Amateur Radio Exam application is accepted?

For the Amateur Radio exam organized by our organization, you can make payment via VakıfBank branches or VakıfBank internet banking by logging in with your e-Government password from the section of exam fee inquiry under the e-services tab on https://www.kiyiemniyeti.gov.tr/.

After your application for the Amateur Radio e-exam organized by the Ministry of National Education is accepted, the exam fee must be paid. Payment can be made by credit card at odeme.meb.gov.tr or from Ziraat Bank, Halk Bank and VakıfBank branches.

 

·         Where can I get my exam entry document for Amateur Radio Exam?

You can print out your exam entry document for the Amateur radio exam organized by our organization or the Ministry of National Education, by logging in with your e-Government password from the e-exam document query section under the e-services tab on https://www.kiyiemniyeti.gov.tr/.

 For the e-exam conducted by the Ministry of National Education, it is obligatory to print out the exam entrance document in color.

 

 

 

 

 

 

·         What topics are included in the Amateur Radio Exam curriculum?

Class A/B: covers all relevant amateur radio regulations, operating procedures of communication technologies and technical criteria and frequency bands to be used by amateur radio operators as specified in the regulation on radio equipment and systems which are exempt from frequency allocation.

Class C: This class covers the practical and basic communication techniques and related national and international operating regulations and equipment usage as well as technical criteria and frequency bands to be used by amateur radio operators, as specified in the regulation on radio devices and systems exempt from frequency allocation.

 

·         How much are the Amateur Radio exam and certification fees?

Exam and certification fees for the Amateur Radio Exam conducted by our organization are determined by our Board of Directors. You can find the current fee schedule here.

 

You can find the Exam Fee for Amateur Radio Exam conducted by the Ministry of National Education here. According to the protocol signed between our organization and the Ministry of National Education, General Directorate of Measurement, Evaluation and Examination Services, the amateur radio e-exam fee is determined by the Ministry of National Education and no discount is applied.

 

The objections for Amateur Radio exam conducted by the Ministry of National Education will be made through the e-Objection module by depositing an objection fee with the ID numbers of persons making the objection to any branches of T.R. Ziraat Bank, VakifBank and Halk Bank through the Ministry of National Education's "Corporate Collection Program".

 

·         How many questions are in the Amateur Radio Exam? How long is the exam?

The exam organized by our organization and the Ministry of National Education is multiple choice exam and consists of 50 questions in total, including 15 questions on Technical Content, 20 questions on National and International Operating Rules and Procedures, and 15 questions on National and International Regulations regarding Amateur Service and Amateur Satellite Service. The exam is held in a single session and exam duration is 1 hour.

 

For candidates who are exempt from technical content, the exam consists of 35 questions in total, including 20 questions on the National and International Operating Rules and Procedures and 15 questions on the National and International Regulations Regarding Amateur Service and Amateur Satellite Service, and the exam duration is 45 minutes.

 

 

 

·         Who is exempt from technical subjects in the Amateur Radio Exam?

Candidates who have at least a bachelor's degree in one of the fields of communication, electricity, electronics and physics are not subjected to the exam for technical subjects.

 

·         What to do if it is found that the candidate cheated in the Amateur Radio Exam?

The exam of the candidates who are found to have cheated in the Amateur Radio Exam organized by our organization will be deemed invalid and their application for the next semester will not be accepted.

 

The provisions of the Central System Exam Regulation of the Ministry of National Education are valid for the candidates who are found to have cheated in the Amateur Radio Exam organized by the Ministry of National Education. You can find the relevant regulations here.

 

 

 

·         What are the Classes of Amateur Radio License? How many points should I get for these classes?

There are 3 classes for amateur radio license: Class A, Class B and Class C.

In accordance with Article 16 of the Regulation on Amateur Radio Exam and Certification, those who get at least 75 points from the questions created for A and B classes in the exam are entitled to obtain class A license, those who get between 60-74 points are entitled to obtain class B license; and the candidates who get at least 60 points from the questions created for the C class are entitled to obtain a class C amateur radio license.

·         What is the validity period of the Amateur Radio license?

After obtaining the amateur radio license, it remains valid for 10 years.

Candidates whose license has expired can renew their license without being subjected to an exam.

 

·         How can citizens who have a disability certificate issued by the Ministry of Labor and Social Security complete their applications for Amateur Radio License?

Our Organization holds a separate exam for citizens who have a disability certificate issued by the Ministry of Labor and Social Security and will apply for an Amateur Radio License. They can apply by filling out the application form (click for the application form) on the website of our organization and sending the form to amatortelsiz@kiyiemniyeti.gov.tr. They can follow the date and time they will take the exam from the announcements section of our website.

 

·         When will the results of Amateur Radio Exam be announced?

The exam organized by our organization is evaluated by the exam commission within fifteen days and the results are announced on the website of https://www.kiyiemniyeti.gov.tr/.

The Amateur Radio e-exam, organized by the Ministry of National Education, is announced immediately at the end of the exam.

 

 

 

·         I am a citizen of the Republic of Turkey who has obtained an amateur radio license from a country that has a reciprocity agreement with Turkey and has settled in Turkey permanently. My Amateur Radio license has expired, what should I do?

Citizens of the Republic of Turkey who have obtained an amateur radio license from a country that has a reciprocity agreement with Turkey and are permanently settled in Turkey, are allowed to operate by issuing an amateur radio license suitable for their class, upon their request, when their licenses expire.

 

·         Who cannot obtain an Amateur Radio License?

Even if they pass the exam, those who are banned from public services, and even if they are pardoned, those who are convicted of the crimes specified in the fourth, fifth, sixth, seventh and eighth chapters of the fourth part of the second book of the Turkish Penal Code No. 5237, those who are convicted of the crimes of openly inciting the people to hatred and enmity by differentiating them by their class, race, religion, sect or region as specified in Article 216,  and those who are convicted of committing the acts specified in the first paragraph of Article 151 and Article 152 of the Turkish Penal Code for political and ideological purposes, will not be given an amateur radio license.

 

 

·         Can I object to the exam results?

Objection to the electronic exam conducted by the Ministry of National Education is made at this address within 5 (five) days after the announcement of the exam results.

There is no specific objection period for the Amateur Radio exam conducted by our organization. In order to object to the exam you have taken, you must pay the application fee for the exam objection. You can find our organization's Amateur Radio Exam objection fee here.

·         Can I take the amateur radio exam from abroad over the internet?

Amateur Radio Exams are carried out within the framework of the principles of reciprocity accepted by the countries of the European Conference of Postal and Telecommunications Administrations. For this reason, it is not possible to participate in the Amateur Radio exam from abroad.

 

·         How do I get my Amateur Radio Card?

After your document is issued by our organization, you can access your document from the DGCS web address with a QR code. Your PVC card will be sent to your address by mail as soon as possible.

In addition, you can download your Amateur Radio License to your device by logging in with your e-government password by using the Document Creation module on the e-services page of the DGCS web address, making an inquiry with your T.R. ID number.

 

·         I couldn't take the Amateur Radio Exam on time, what should I do?

In order to re-establish your right to take the exam, you must apply to the relevant district exam center of the Ministry of National Education. After the application, the right to take the exam will be defined by the Assessment and Evaluation Center of the Ministry of National Education. After that, you can use the exam services again.

·         What is the age limit for the Amateur Radio Exam?

In accordance with Article 12 of the Regulation on Amateur Radio Exam, those who will apply for the Amateur Radio Exam must be over the age of twelve and have the mental competence. You can find the Regulations on Amateur Radio Exam and Certification here.

 

 

·         In which cases will the Amateur Radio License be revoked?

The conditions that will result in the revocation of the Amateur Radio License are explained in Article 24 of the Regulations on Amateur Radio Exam and Certification as follows.

 (1) Amateur radio license and call sign are revoked in the following cases;

a) Detection of acts contrary to the prohibitions specified in Article 23 of this Regulation,

b) If it is determined that the amateur radio operator has been convicted due to the actions specified in the second paragraph of Article 19 of this Regulation.

(2)  The call sign of the organizations that are found to act contrary to the provisions of this article and the amateur radio license given to the responsible operator are revoked.

(3)  In case of dissolution or liquidation of organizations, their licenses and call signs are revoked.

(4)  The names of amateur radio operators whose inappropriate behavior is detected by accredited associations, together with their evidence, are reported to DGCS upon the decision of the association's board of directors.

 

 

·         What is SWL (Short Wave Listener) License and how to get it?

SWL means shortwave listener listening to national and international broadcasting stations on frequencies between 3MHz and 30 MHz. The SWL document is given free of charge after the application is made at https://www.turkiye.gov.tr/kiyi-emniyeti-kisa-dalga-swl-belge-basvurusu. You can access the resulting documents from the above web address.

 

·         How to allocate temporary call sign for special events?

Temporary call sign allocation for special events is made in accordance with Article 8 of the Regulations on Amateur Radio Exam as stated below.

In special days and events that concern the amateur radio community or larger crowds, if deemed appropriate by DGCS, a call sign is allocated in accordance with the subparagraph (c) of the second paragraph of Article 6 of this Regulation. In this case, a numeral group can be given after the prefix for special days and no restriction is sought in the suffix.

Requests are delivered to DGCS at least ten days before the date of special event.

For special events, call signs can be allocated up to 60 days. This period can be extended for a maximum of 60 days.

 

·         Which Radio Devices Need Permission and License? What are the radio devices that can be used without permission and license?

Amateur radio devices can be used without any permission, frequency allocation and license from our Organization, provided that the holders of the Amateur Radio License obtained from the Directorate General of Coastal Safety comply with the technical criteria (frequency band, power, antenna, etc.) specified in the Special Radio Systems Regulation dated 18/07/2009 and numbered 27292, and that the operator or users do not cause any electromagnetic interference on the radio system.

The procedures and principles regarding the use of other devices are specified in the Electronic Communications Law dated 05/11/2008 and numbered 5809 and the Regulations on Short Range Radio Devices dated 1/09/2012 and numbered 28408. ·         How is frequency planning and allocation done? What should those who want to install and operate a radio device and system do?

In order to ensure that radio broadcasts do not create electromagnetic interference on each other and that frequency bands are used effectively and efficiently, national frequency planning and allocation, international coordination and registration procedures are carried out and implemented by the Information and Communication Technologies Authority, taking into account the international frequency planning and the decisions taken by international organizations. Those who want to install and operate a radio device or system must have frequency allocation and registration procedures done with the Information and Communication Technologies Authority. However, no allocation or registration is made for the frequencies to be used in radio devices and systems used without the need for any radio installation and use permission and radio license as specified in Article 37 of the Electronic Communications Law.
